Site survey, explained: what it is and what it is for
A site survey is a structured check of a physical location carried out before work is scheduled, recording access, dimensions, existing services, conditions and hazards so that the job can be quoted, resourced and planned accurately. It answers one question that nobody can answer from an office: what is actually there.

Depending on the trade you will hear it called a pre-installation survey, a technical survey, a scoping visit, or simply a survey. In construction and land work the same words can mean a measured or topographical survey, which is a different discipline with different instruments. Context usually makes it obvious which one someone means.
What does a site survey cover?
The content varies by trade, but the categories are stable. A survey that skips one of these tends to be the survey that gets blamed later.
- Access. How people, vehicles, plant and materials get to the work area. Door widths, lift capacity, parking, restricted hours, gate codes, security escorts.
- Physical measurements. Dimensions, clearances, floor loadings, ceiling voids, cable runs, mounting positions.
- Existing services. Power supply and available capacity, water, gas, drainage, network connectivity, and where the isolation points are.
- Condition. What is already installed, what state it is in, what will need to be removed or made good.
- Hazards and constraints. Asbestos registers, live plant, confined spaces, working at height, occupied areas, noise or hot-work restrictions.
- People. Who controls the site, who signs permits, who needs to be present, and when the area can realistically be handed over.
Why is the survey done before scheduling, not on the day?
Because a wrong assumption discovered on the day costs a whole visit, and often a second one. The survey exists to convert assumptions into recorded facts while it is still cheap to change the plan.
It feeds four downstream decisions: the quote (what the job really costs), the resourcing (who and what to send), the programme (how long it takes and in what order), and the safety documentation. That last dependency matters more than it looks. A risk assessment written without knowing the site is a generic document, and a generic risk assessment is the kind that gets waved through and then fails.
Site survey compared with site inspection and pre-visit assessment
Three terms that sit next to each other and get mixed up constantly.
- Site survey. Before work is committed. Purpose: scope, feasibility, cost, planning. Usually carried out by a surveyor, engineer or estimator.
- Site inspection. During or after work, or on a compliance cycle. Purpose: verify that something meets a standard. Often carries legal or certification weight, and a named competent person signs it.
- Pre-visit assessment. Before a reactive service visit. Purpose: decide whether to dispatch, who to send and with what parts. Lighter and faster than a survey. See pre-visit assessment.
The practical distinction: a survey scopes work that has not been agreed yet, an inspection judges work or conditions against a standard, and a pre-visit assessment triages a job that is already in the queue.
A site survey in practice: a worked example
An installer is quoting three-phase EV chargers for a distribution depot. The survey records the incoming supply rating, the spare capacity at the board, the distance from the board to the proposed bay, the surface the cable route crosses, and the fact that the yard is live with reversing HGVs between 05:00 and 09:00. Two of those findings change the quote. The last one changes the working hours, the traffic management plan and the method statement. None of them were in the customer's original enquiry.
What makes a site survey go wrong
- Photographs without measurements. A picture of a plant room proves it exists. It does not prove the new unit fits.
- Surveying the wrong area. Common on multi-building sites where the contact points at the nearest similar room.
- No record of who said what. Verbal assurances about access or isolation evaporate when the crew arrives.
- A form built for a different trade. One universal survey template collects nothing usable for anybody.
- The survey never reaches the crew. Information gathered and then filed is pure overhead.
Can a site survey be done remotely?
Partly, and the honest answer depends on the job. Straightforward scoping (what model is installed, how the space is laid out, whether there is a spare way in the board, what the access route looks like) can often be captured by someone already at the location, guided step by step through what to show. That turns a two-week wait for a surveyor into something that lands the same day, and it makes the physical visits that still happen better targeted. The pattern is remote-first, not remote-only.
Where it stops is worth stating plainly. A remote capture is not a safety inspection and it does not discharge a legal duty. It cannot replace an inspection that regulation requires a competent person to carry out in person, it cannot certify anything, and it cannot substitute for a permit to work, which still has to be issued by the authorised person after the precautions have been verified on site.
