Insurance companies in Kuwait: the licensed list of insurers, takaful operators, TPAs and loss adjusters

This is a reference list of the insurance companies in Kuwait, taken from the regulator's own register rather than from a directory. It covers every company with an active licence to write insurance in the country, the three companies licensed to manage health-insurance claims, and the eight corporate loss adjusters. Brokers, agents, actuaries and individually licensed adjusters are left out.

We built it because we needed it. We sell Venta Capture, a product of VentaVid, to claims teams in the Gulf, and the first question in every conversation is "who is licensed here, and how do they take a claim in?" The public answers were either paid directories, outdated press lists of 38 companies, or trade-lead sites with 141 "insurance companies" that mix brokers, agencies and long-closed firms.

So we went to the IRU register, read every row, and kept what is active. Then we opened each company's website and noted what it says about filing a claim. That second part is the one you won't find anywhere else, and it is further down this page.

Use it to check a counterparty, size the market, or see who is approved for compulsory motor cover. If you handle claims for one of these companies, the last two sections are for you.

How this list was built

  • Regulator: the Insurance Regulatory Unit (IRU), the supervisor created under Law 125 of 2019, which sits under Kuwait's Ministry of Commerce and Industry.
  • Register: the IRU list of certified entities, Arabic only, one page, with licence start and end dates and a status per entry. Read on 14 September 2026.
  • Included: every insurance and reinsurance company (national and foreign branch) marked as an active licence, every "health insurance claims management company" (the local term for a TPA), and every company licensed for "risk assessment and loss adjusting".
  • In the table, but flagged: Kuwait Re (reinsurance only, no retail claims), the Gulf Insurance Group holding company (its Kuwait operating companies are listed separately), and the life and health only branches of MetLife and Cigna. They hold licences, so they stay in.
  • Excluded: roughly 100 insurance brokers (active and expired), one insurance agent, actuaries, consultants, auditors, and about 15 individually licensed loss adjusters, some of whom work for the firms in the table.
  • Expired licences, listed separately below: four national companies and three foreign branches whose licences show as expired on the register. One of them still appeared in Arabic press lists of approved motor insurers in early 2026, so check the register before you rely on that.
  • Company names: English names follow the company's own website. Where a company has no website, the English name is our transliteration of the Arabic register entry, and the table says "general" for lines because nothing else could be read.

The market in numbers

All figures below come from the IRU's own reporting or from a listed company's results, and every number links to where we read it.

  • KD 543.2 million in direct premiums were written by national and foreign insurers in the financial year ending 31 March 2026, down from KD 616.2 million the year before, according to the IRU's sixth annual report (premium comparison table).
  • Health explains the drop. Health premiums fell from KD 277.0 million to KD 165.5 million, which the IRU report attributes to the cancellation of the Afia scheme and of health cover for government bodies.
  • Motor is close to 29% of the market. Comprehensive motor premiums reached KD 101.9 million and third-party motor KD 53.3 million in the same year, KD 155.2 million together, per the same IRU premium table. Third-party motor grew 26% in premium terms.
  • 2.03 million third-party motor policies were issued in the year, up from 1.42 million, a rise the IRU links to the electronic connection between the regulator and the Ministry of Interior (policy count table). Total policies of all kinds: 2.57 million.
  • KD 308.6 million in claims were paid in the year, down from KD 417.1 million, again mostly health. Comprehensive motor claims paid rose to KD 70.9 million and third-party motor claims to KD 17.0 million (IRU report, claims paid table).
  • 27 companies are approved to issue compulsory motor policies. IRU decision 4 of 2026, issued in April 2026, updated the approved list and added Liva Insurance, as reported by Al Jarida. Vehicle registration is refused on a certificate from a company outside the list.
  • The largest group is regional, not local. Gulf Insurance Group, listed on Boursa Kuwait, reported insurance revenue of KD 399.4 million for the first half of 2026 across companies in 12 countries, per its half-year results announcement. Its Kuwait entities, GIG Kuwait and GIG Takaful, appear in the table below.

Expired licences (not in the tables)

The register still carries these names, marked as expired on 14 September 2026: Ghazal Insurance, United Insurance, Aman Takaful and Ri'aya Takaful (formerly Dar Al Salam Takaful) among national companies; the Kuwait branches of Jordan Insurance, AIG MEA and Oriental Insurance among foreign insurers. Oriental was still named in Arabic press lists of approved motor insurers in early 2026, so a renewal may be in progress. Neshami Loss Adjusting's licence runs to November 2026 and is listed as active.

How claims are filed in Kuwait today

We read every insurer's website and noted what it says about reporting a claim. Where a site says nothing, we say so.

WhatsApp is the default channel. Twelve of the 32 insurers publish a WhatsApp number or link. Warba puts one on its homepage next to "Make a claim". Al Ahleia does the same, alongside an e-services portal built for buying motor, marine and travel cover. KIB Takaful lists a combined hotline and WhatsApp number. GIG Kuwait, GIG Takaful, KFH Takaful, Boubyan Takaful, T'azur, Zamzam Takaful, Arab Islamic Takaful, Al Daman Takaful and Libano-Suisse publish a WhatsApp route as well.

Portals and online forms come second. Kuwait Qatar Insurance (KQIC) runs a dedicated claims portal where the policyholder uploads the accident documents, with email, fax and a branch visit as alternatives. Kuwait Insurance Company (KIC) has an online claim form that takes the policy number and contact details, then accepts uploads such as invoices and police reports. T'azur and Zamzam publish an online claim form and a written procedure. KFH Takaful has a portal for individual customers and one for brokers.

Apps exist, mostly at the bigger names. KIC's app lets a customer renew and check a claim's status. Boubyan Takaful's app includes claim submission. Liva and Libano-Suisse each point to a mobile app; Liva's is for registration and status updates. On the health side, GlobeMed Kuwait and WAPMED offer member apps, and MetLife's Kuwait branch has an online "report a claim" page.

Photos are requested, not captured. Liva's claims page is the most explicit: for a minor accident it asks for the police report, registration card, driving licence, a signed claim form, the excess deposit slip and "vehicle photos", submitted at the nearest branch or on WhatsApp. Libano-Suisse states that motor claim documents, starting with the original police report, "must be produced at the Claims Department". Either way, the photos come from the customer's gallery.

One video service. GIG Kuwait describes a video-call service called MetaSign next to its WhatsApp line, the only video channel among the 32. It needs someone from the insurer on the call.

Not stated on their site: Enaya, Wethaq, Kuwait Takaful, First Takaful, Burgan Takaful, Kuwait International Takaful and Ilaf Takaful (online quotation and payment only). Wethaq's site was unreachable and Enaya's blocked automated access. The foreign branches of New India, Solidarity, Arabia Insurance, Misr and SAICO publish no Kuwait-specific claims route. Al Hemaya, the newest TPA, has no website yet.

Nearly every channel above works on the same principle. The customer sends what they already have.

What this means if you handle claims

Every channel above accepts a photo the customer picked from their gallery. Convenient, and also the reason so many motor and property files come back with the same questions: when was this taken, where, and have we seen it before?

There is no separate motor TPA category on the register.

What does a loss adjuster do?

A loss adjuster investigates a claim on behalf of the insurer, establishes what happened and what it costs, and recommends a settlement. Kuwait licenses them as "risk assessment and loss adjusting" companies; eight corporate licensees are active, covering property, marine, engineering and general claims.

How do I check whether a company is licensed?

Open the IRU register of certified entities, search the Arabic name, and read the status column: "ترخيص قائم" means active, "ترخيص منتهي" means expired. The page also shows licence start and end dates.
