What is provenance: provenance explained in the context of digital evidence

Provenance is the documented origin and handling history of a piece of evidence: where it came from, who produced it, how it reached you, and what was done to it along the way. It answers questions about the file's journey rather than about the scene it depicts.

The word arrives from the art world, where a painting's value depends on an unbroken record of ownership back to the studio. The logic carries over intact. A photograph with a documented path from camera to case file is worth more, evidentially, than a better photograph that appeared in an inbox from nowhere.

What does provenance mean for a digital file?

It means being able to answer a specific set of questions without relying on anyone's memory:

  • Who captured it, on what device, in response to which request.
  • When the receiving system recorded its arrival, which is a different fact from when the event happened.
  • What route it took, and whether any step re-encoded, cropped or compressed it.
  • Whether it is still byte-for-byte identical to what was received.
  • Who has handled it since, and what they changed about the case around it.

Notice that not one of those questions concerns the damage in the picture. Provenance is deliberately silent on that.

How provenance differs from authenticity

These two get used interchangeably and should not be. Authenticity is a claim that a file is what it purports to be. Provenance is the evidence you would produce to support that claim. One is the conclusion, the other is the working.

The related distinction is with integrity. Evidence integrity covers the technical controls proving nothing changed after arrival. Provenance is broader: it reaches back before arrival, to the capture itself and the circumstances around it. A file can have perfect integrity from the moment it landed and still have no provenance at all, because nobody knows where it came from.

How provenance gets recorded

Provenance is not a field you fill in. It accumulates, and each layer covers a gap the previous one leaves:

  • Capture context. The request that prompted it, the instructions shown on screen, the sequence of steps followed.
  • Server-side receipt time. Arrival stamped by the receiving system rather than read off a device clock anyone can reset.
  • A cryptographic hash, or digital fingerprint, taken on arrival, so later alteration becomes detectable rather than arguable.
  • A session record. Events across the capture: link opened, step completed, retake requested, submission closed.
  • A signed manifest around the whole package, verifiable outside the system that produced it.
  • An audit trail of everything afterwards: assigned, reviewed, status changed, reopened.

An open standard now exists for carrying part of this inside the media itself. The Coalition for Content Provenance and Authenticity, a Joint Development Foundation project, publishes the C2PA Technical Specification, which defines cryptographically signed provenance manifests attached to images, video and audio, marketed to end users as Content Credentials (C2PA, specification version 2.4). It is currently being formalised as an international standard, ISO/DIS 22144, Authenticity of information: Content credentials, which remains under development rather than published (ISO).

Provenance explained: a worked example

Two photographs of the same damaged bumper reach a handler on the same afternoon. One is forwarded from a customer's phone through a messaging app, with the original camera data removed in transit. The other was recorded inside a requested capture flow, hashed on arrival, and wrapped in a signed record listing the steps and the server receipt time.

Both photographs show identical damage. Eight months later, in a dispute, only one of them can be tied to a specific moment of receipt and shown to be unchanged since. The other has to be vouched for by whoever remembers it, which is exactly the position a claims team does not want to be in.

When does provenance decide the outcome?

Rarely at first notification, and often at the end. Provenance becomes decisive when a decision is challenged: a disputed settlement, a subrogation argument, an ombudsman complaint, a referral to a special investigation unit, a court hearing months or years after the file was closed.

By that point nobody remembers the case, which is why the record has to carry it. A documented chain of custody from receipt onwards is the second half of the story, and the fabricated-imagery pressure making all of this urgent is set out in our explainer on AI-generated insurance fraud.

It is worth being blunt about the ceiling. Strong provenance does not make fraud impossible, and it does not turn a signal into a finding. A fully traceable, unaltered recording can still show a staged scene or pre-existing damage. What provenance removes is a specific and common line of defence: the argument that nobody can establish what the insurer actually received, or when.
