Insurance companies in Hong Kong: the licensed list of insurers, TPAs and loss adjusters (2026)

TL;DR

  • Hong Kong had 159 authorised insurers at 31 December 2025: 86 pure general, 51 pure long term, 19 composite and 3 special purpose. This page lists the 82 general and composite insurers that write general business, plus 13 third-party administrators and 20 loss adjusters.
  • The regulator is the Insurance Authority (IA). The register snapshot used here is dated 26 June 2025, cross-checked against the HKFI member directory and the Motor Insurers' Bureau list of 8 June 2026.
  • Claims channels are split down the middle: 47 of the 82 insurers describe an online claims route on their site (18 an app, 17 a portal). None of them offers a WhatsApp claims channel, and none names a photo or video self-inspection tool.

If you handle claims in Hong Kong, broker for a client there, or sell into the market, you need one list of every insurance company in Hong Kong that is licensed for general business, with the third-party administrators and loss adjusters that sit around them. The IA register has the names but sits behind a bot check, the HKFI directory has addresses but no lines of business, and neither tells you how a given insurer wants a claim reported.

So this page puts the three together. Every insurer row comes from the IA register of authorised insurers, matched to the HKFI member directory and the Motor Insurers' Bureau list so you can see who writes motor. The TPA and adjuster rows come from the firms' own sites, because Hong Kong keeps no public register for either.

It is a reference page, not a ranking. The order is alphabetical and the section on claims channels reports what each insurer publishes, nothing more. We maintain it because our own product, Venta Capture, a product of VentaVid, is sold to the claims teams inside these companies, and we had to build the list anyway.

How this list was built

  • Regulator and register: the Insurance Authority's Register of Authorized Insurers. The IA site blocks automated access, so the register content (UBI numbers, business type, place of incorporation) was taken from the public mirror of the register as at 26 June 2025, which lists 94 insurers incorporated in Hong Kong and 64 incorporated elsewhere.
  • Cross-checks: the HKFI member directory for websites and addresses, and the Motor Insurers' Bureau of Hong Kong member list (updated 8 June 2026, 50 names including one company in liquidation) to flag who writes motor.
  • Included: every Hong Kong-incorporated insurer and foreign branch with a general or composite licence that writes general business: 51 local insurers and 31 foreign branches. Composite insurers whose general book is small (AIA, AXA China Region, AXA Life, HSBC Insurance (Asia)) are in the table because they hold a general licence and three of them are MIB motor members. Marine P&I clubs, trade credit, mortgage and title insurers are in the table too, since they hold the same licence.
  • Excluded: the 51 pure long-term (life) insurers, 14 professional reinsurers, 9 captives, 3 special purpose insurers, and 3 insurers in liquidation or provisional liquidation (FAI First Pacific, HIH Casualty and General (Asia), Target Insurance). Hong Kong Export Credit Insurance Corporation is a statutory body, not an IA-authorised insurer, and is not listed.
  • TPAs and loss adjusters: Hong Kong has no licence or register for either, so the 13 TPAs and 20 adjusters below were verified one by one from their own websites. That part of the list is the least complete and grows as we find more.
  • Corrections: licensed and not listed, or listed wrongly? Mail support@ventavid.com and we correct it.

The market in numbers

  • 159 authorised insurers at 31 December 2025: 86 pure general, 51 pure long term, 19 composite and 3 special purpose, per the IA's market overview.
  • HK$108.5 billion in general business gross premiums in 2025, up 8 percent, against HK$55.4 billion of gross claims paid, per the IA's provisional statistics for 2025. Direct business (as opposed to reinsurance inward) accounted for HK$54.8 billion of the premium and HK$29.1 billion of the claims.
  • Motor is a small line by premium. In 2024 direct general business split into accident and health HK$22.8 billion, general liability HK$12.1 billion, property damage HK$6.2 billion and motor HK$5.4 billion, according to the IA's annual general business statistics as reported by Reinsurance News. That puts motor at roughly a tenth of direct premium.
  • Motor third-party cover is compulsory. Under the Motor Vehicles Insurance (Third Party Risks) Ordinance (Cap. 272) a vehicle may not be used on a road without a policy from an authorised insurer, and the minimum cover per event is HK$100 million, as the Community Legal Information Centre explains.
  • 50 names on the Motor Insurers' Bureau list (8 June 2026), one of them in liquidation, per the MIB member list. The MIB list is the practical way to see which insurers write motor.
  • Accident and health leads the direct book. Onshore accident and health business alone contributed HK$19.4 billion of direct premium in the first three quarters of 2025, per the IA's third-quarter release as summarised by Timothy Loh LLP. That is why so many of the TPAs below are medical.

How claims are filed in Hong Kong today

We looked up the claims page of every insurer in the table. What follows is what each site says, insurer by insurer, with no rating attached. Where a site names nothing beyond a hotline or a PDF, we say so.

App-first insurers. AXA General Insurance Hong Kong routes claims through its Emma by AXA app (submit the claim form and documents, track status) with a motor claims mailbox alongside. Liberty International Insurance offers the Libbie by Liberty app, which its site says takes a claim in under a minute with status tracking, next to an online route for windscreen and own-damage claims. Blue Cross (Asia-Pacific) runs Smart eClaims for motor, available 24/7 through its website, the Blue Cross HK and BlueCross+ apps, and a QR code, with document upload. CMB Wing Lung Insurance, Bank of China Group Insurance, China Taiping (HK), China Ping An (HK), Bupa (Asia), CIGNA Worldwide General and Avo all list a mobile app that takes or at least starts a claim.

Portal-first insurers. QBE Hongkong & Shanghai Insurance takes claims through its eClaims web portal only, which its site says has been mandatory since March 2020, is reached by QR code or link, carries a 14-day notification limit and shows claim status online. Zurich General Insurance (Hong Kong) has OneZurich eClaim for policyholders and a separate eclaim link for third parties who are not policyholders, covering windscreen, own damage and third-party claims, with photo capture from the phone and payout by FPS. MSIG Insurance (Hong Kong) runs EASY Claims across all lines, with a tracking number and status enquiry. AIG Insurance Hong Kong offers Auto e-Claims for private cars and motorcycles with up to ten photos per section and an SMS or email acknowledgement. Dah Sing Insurance, Concord Insurance, Well Link General, Hong Leong Insurance (Asia), California Insurance and Generali's Hong Kong branch (through GenBRAVO) each publish an online submission form or portal with document upload. Chubb's Claim Centre self-service portal covers mainly partner-sold products; motor still goes through a claim form.

Form and hotline. For a sizeable group of motor writers the site publishes a PDF claim form and a hotline, and no online submission: The People's Insurance Company of China (Hong Kong), Chong Hing Insurance, Falcon Insurance, Trinity General, Tugu Insurance, Allied World's Hong Kong branch, Paofoong (whose form sits on the Shanghai Commercial Bank site), Sun Hung Kai Properties Insurance, Min Xin, Chevalier, Asia Insurance, China Pacific (Hong Kong), China Overseas, ABCI and China BOCOM. Tokio Marine and Fire (Hong Kong) publishes a claims procedure page without an online submission. For Starr, The Pacific Insurance and United Builders, no online claims route is stated on their site.

Two things stand out. First, none of the 82 insurers describes a WhatsApp claims channel. Second, not one names a photo or video self-inspection tool: where photos are accepted (AIG, Zurich, Blue Cross), the site describes an upload, not guided capture. One market note: Sompo Insurance (Hong Kong) states on its site that it discontinued all personal lines including motor from 1 January 2024; it remains on the MIB list for commercial business.

What this means if you handle claims

Roughly half of Hong Kong's general insurers have a claims portal or app; the other half still work from a form and a phone call. And across both halves, the photo step is the same: the customer picks images from the gallery and uploads them. The insurer gets the pictures the customer chose to send, taken whenever, edited or not.

In Hong Kong most TPAs are medical: they run provider networks and process health claims for insurers and employers. Assistance companies handle travel and roadside cases the same way.

What does a loss adjuster do?

A loss adjuster investigates a claim for the insurer, establishes cause and quantum, and recommends what to pay. Hong Kong does not license loss adjusters, which is why the 20 firms above were verified from their own sites rather than a register.

How do I check whether an insurer is licensed in Hong Kong?

Search the IA's Register of Authorized Insurers on ia.org.hk; every authorised insurer has an entry with its business type and place of incorporation. If a company sells you cover and is not on it, it is not authorised to carry on insurance business in or from Hong Kong.

Registers change: Target Insurance is still on the MIB list while in liquidation, Sompo has left personal lines, three captives were authorised in 2026 so far.
