What this list is

Claims managers, brokers, repairers and insurtech people search for "insurance companies in Malaysia" for a plain reason: they need a complete, current list and the regulator spreads it over several directories. This page is that list, in three tables, built from the registers.

It covers the general side of the market: the insurers and takaful operators that write motor, fire, personal accident, travel and liability business, the third-party administrators that handle medical and assistance claims for them, and every registered loss adjuster. Life insurers and family takaful operators are out of scope and are named below, so you know they were left out on purpose.

Under the tables there is a section nobody else publishes: how each insurer says it takes a claim today, from their own websites. If you handle claims for a living, that is the part worth reading.

The market in numbers

  • RM23.1 billion in gross written premium for general insurance in 2024, up 6.9 percent on the year, according to the PIAM 2024 results release.
  • RM24.2 billion in 2025, up 4.8 percent, with an underwriting profit of RM1.2 billion, per PIAM's 2025 industry results.
  • Motor is 45.2 percent of premium (2025) and the one line that loses money: an underwriting loss of RM289.3 million, a combined ratio of 103 percent for the fourth year running, and an average claim of RM8,831, up from RM7,381 in 2024, all from the same PIAM release.
  • Motor net claims reached RM6.5 billion in 2024, up 18.8 percent over five years, per the PIAM 2024 release.
  • Motor cover is compulsory. Part IV of the Road Transport Act 1987 (Act 333) makes it an offence to use a motor vehicle without a policy covering third-party death and bodily injury.
  • The largest general insurer is Allianz General, with RM3.68 billion in gross written premium for 2025 per the Allianz Malaysia full-year earnings release, about 15 percent of the whole market.
  • Digital claims were a regulator's expectation, not a market choice. In March 2023 Bank Negara said most general insurers and takaful operators were expected to deploy digital roadside assistance via web and mobile apps in 2023 and 2024, so a customer could manage the claim "from notifying an ITO of the accident to receiving the repaired vehicle", as reported by Malay Mail.

How claims are filed in Malaysia today

The thing that makes Malaysia different from most markets: the motor claim does not live on the insurer's website. It lives on Merimen, which describes itself as "a collaborative and information exchange platform for the insurance industry" and "the pioneer in offering Software as a Service for the motor insurance industry", active in seven Asian markets. Insurers, panel repairers and loss adjusters work inside it. So several insurer sites send you to a Merimen client portal rather than a page of their own: MSIG's claims page reads "Make/track a claim" and points at clientportal.merimen.com, Takaful Malaysia links its motor claim status to merimen.com.my, and Generali's car claim page routes you to its Merimen platform or its direct portal depending on the policy number format.

On top of that shared layer, each insurer has built its own front door. From their own sites:

  • Zurich General Insurance and Zurich General Takaful run a 1-Hour Express Approval for motor claims up to RM3,000: "Scan the QR code or WhatsApp", upload the documents, approval within the hour in office hours, payment within five working days. Larger claims go to a panel workshop and the MyClaims Motor eFNOL portal.
  • Etiqa (insurance and takaful): "Submit your claim via the Etiqa+ app", with "take photos of the incident" as step two of its car claim guide.
  • Allianz General: policyholders "report breakdowns or accidents directly through MyAllianz app or web version" and "track the status of your claims"; the Claims Charter promises eligible own-damage approvals in "10 mins to 1 hour from claims estimate submission".
  • Chubb: "Submit your motor claim online via the MY Chubb Motor Assist app or via our portal", "upload photos and documents directly from your device, and receive real-time updates on your claim status". Roadside help by phone or WhatsApp.
  • Liberty General (Liberty, Kurnia, AmAssurance): the One Touch app for roadside assistance, tracking and claim status, per Liberty's own news pages; the app page itself blocked our fetch.
  • Takaful Ikhlas General: GO Serve, an eClaim portal for "General Takaful Claims Inquiry & Submission"; "our claims process is dependent on the sufficiency of the documentation submitted by the claimant".
  • RHB Insurance: a 24/7 hotline or WhatsApp, the workshop submits the estimate, and you "submit and check the status of your claim on the claims portal".
  • Great Eastern General: "take photos of the accident for evidence", police report within 24 hours, then "file your claims online and enquire your claim status".

Across the 24 general insurers and takaful operators, 16 name a claims app, 14 a portal and 11 a WhatsApp channel on their own sites. The word "video" appears in none of them. Photos are asked for everywhere, and every channel we found accepts whatever is already in the phone's gallery. AIG, Pacific Insurance and Pacific & Orient describe forms, email and hotlines, no app. For QBE, Tokio Marine, Berjaya Sompo, Lonpac, Progressive and Tune Protect our notes record a portal or app from search snippets of their own pages, which we could not open directly, so treat those as stated, not re-checked.

What this means if you handle claims

Two facts sit side by side. Motor is 45 percent of Malaysian general premium and has lost money for four straight years, with the average claim up from RM7,381 to RM8,831. And the first notification of loss at almost every insurer above is a photo the customer chose, taken whenever, uploaded from the gallery.

Who regulates insurance companies in Malaysia?

Bank Negara Malaysia, under the Financial Services Act 2013 and the Islamic Financial Services Act 2013. It licenses insurers and takaful operators, registers loss adjusters and approves brokers. PIDM protects policyholders if an insurer fails; PIAM and the Malaysian Takaful Association are the trade bodies. Labuan offshore insurers report to Labuan FSA.

Is motor insurance compulsory in Malaysia?

Yes. The Road Transport Act 1987 requires every motor vehicle used on a public road to carry a policy covering death and bodily injury to third parties. Most drivers buy third-party, fire and theft or comprehensive cover on top, which is why motor is around 45 percent of general premium.

What is a TPA in Malaysian insurance?

A third-party administrator handles claims or assistance on an insurer's behalf. In Malaysia the registered TPAs are mostly medical managed-care organisations on the Ministry of Health register, and the closest thing to a motor TPA is an assistance company that runs the roadside hotline. Motor claims themselves are handled by the insurer, the panel repairer and a registered loss adjuster, working inside Merimen.

What does a loss adjuster do, and how do I check one is registered?

A loss adjuster investigates and assesses a claim for the insurer: inspects the damage, checks the estimate, reports on cause and quantum. Adjusters in Malaysia must be registered with Bank Negara, which publishes the list on its Registered Adjusters page (55 firms as of 21 August 2026). AMLA membership is voluntary. Most of the work still comes back as photographs, which is where evidence integrity starts to matter.

Do Malaysian insurers accept claims over WhatsApp?

Several do. Zurich's express claim runs over WhatsApp or a QR code for motor claims up to RM3,000, RHB and Chubb publish WhatsApp numbers for claims or roadside help, and 11 of the 24 general insurers and takaful operators mention WhatsApp in their claims channels. Nobody publishes a WhatsApp video-claim process; it is photos, documents and chat.
