Insurance companies in the UAE: the licensed insurers, takaful operators, TPAs and loss adjusters

  • The numbers: 59 licensed insurers (22 national, 10 takaful, 26 foreign branches, plus one run-off company kept for completeness), 20 third-party administrators and 52 loss adjusting companies, 131 organisations in all.
  • The source: the Central Bank of the UAE register of insurance companies and related professions, July 2025 edition. That is the newest edition that still downloads; the 2026 editions linked from the government portal return an error at the time of writing.
  • On claims: 33 of the 56 active insurers describe a claims channel on their own site. Twenty run a web portal, twelve an app, nine take WhatsApp. None describe guided or in-camera capture, and one has switched WhatsApp off.

This is a reference list of every organisation licensed to write, administer or adjust insurance in the United Arab Emirates, taken from the regulator's own register. It covers three groups: the insurers and takaful operators (including foreign branches), the medical third-party administrators that handle health claims on their behalf, and the loss adjusting companies the market uses on property, engineering and marine losses.

It exists because the usual search result for "insurance companies in UAE" is a broker's top 10 or a directory with a lead form. Claims managers, brokers, TPAs and insurtech teams need the whole market, with the register spelling, the licence type and the emirate, and they need to know who is still writing business.

The last two sections are what you will not find elsewhere: how each insurer takes a claim today, in their own words, and what that means if claims evidence is your problem.

How this list was built

  • Regulator and register: the Central Bank of the UAE register of insurance companies and related professions, July 2025 edition. The CBUAE took over from the former Insurance Authority, and Federal Decree-Law No. 6 of 2025 restates that mandate. The government portal links a February 2026 edition, but that file was not downloadable when we checked.
  • Sections used: insurance companies (58 entries), third-party administration companies (20) and loss and damage adjusters. The adjusters section has 154 entries, of which 52 are companies or foreign branches; the 102 individually licensed adjusters were left out.
  • Cross-checks: the Emirates Insurance Federation's member pages for websites and spelling. Where the register's English name is a machine translation from Arabic, the table uses the company's own spelling.
  • What is in the tables on purpose: reinsurers (General Insurance Corporation of India), life-only branches (Zurich International Life, Zurich Life, State Life, LIC International, Friends Provident), medical-only companies and the federal export credit insurer (Etihad Credit Insurance). They hold a licence, so they are listed. Companies in run-off or missing from the current register sit under "Changes since the register".
  • What is not in the tables: insurers licensed only in the DIFC (by the DFSA) or ADGM (by the FSRA). They are not on the CBUAE register and, as a rule, cannot write direct onshore retail business. AIG appears through its onshore Dubai branch. Brokers, agents and actuaries are also out of scope.
  • Corrections: licensed and not listed, or listed wrongly: mail support@ventavid.com and we correct it.

The UAE insurance market in numbers

  • Premiums: gross written premiums grew 15.5% in 2025 to about AED 75.2 billion, and the number of written policies reached 17.8 million, according to the CBUAE Annual Report 2025.
  • Claims paid: gross paid claims rose 11% to about AED 46.2 billion in 2025, up from AED 41.6 billion in 2024; the retention ratio improved to 56.6% (CBUAE Annual Report 2025).
  • Who is licensed: the same report's supervision table counts 58 insurance companies at end 2025 (59 a year earlier), 161 brokers, 155 loss and damage adjusters and 20 TPA companies (CBUAE Annual Report 2025, Table 11).
  • Motor is compulsory, and standardised: the CBUAE rulebook's motor insurance section refers to third-party liability policies as compulsory and requires every insurer to issue motor policies on two fixed forms. Those forms are the Unified Motor Vehicle Insurance Policy under Insurance Authority Board Decision No. 25 of 2016, in force since 1 January 2017. Chapter Three obliges the insured to notify "the concerned official authorities and the Insurer" after an accident and to furnish all documents and details.
  • Where the premium sits: motor and transportation premiums were AED 10.08 billion in 2025, against AED 30 billion for health and AED 36.4 billion for property and liability, per the CBUAE annual statistical report as reported by Khaleej Times. Motor is roughly one dirham in seven.
  • Health is compulsory too: basic health insurance became mandatory for private-sector employees and domestic workers across all emirates from 1 January 2025 (Khaleej Times, citing the CBUAE report), which is one reason health premiums grew 16.3% that year.
  • Takaful share: takaful contributions reached about AED 6.4 billion in 2025, up 18.5%, or 8.5% of the market (CBUAE Annual Report 2025).

The licensed list

Three tables: insurers (national, takaful and foreign branches), TPAs, and loss adjusting companies. "Main lines" comes from the company's own site or the licence type; "not stated" means neither the register nor the site gives a city. No phone numbers or emails on purpose: use the company site.

Changes since the register

  • Al Khazna Insurance Company PSC (Abu Dhabi): listed as a national member by the Emirates Insurance Federation and on ADX, but absent from the July 2025 CBUAE register; understood to be in run-off and not writing new business. Verify before relying on it.
  • Chubb Tempest Life Reinsurance Ltd (Dubai branch): on the register as a foreign life reinsurer; its UAE life portfolio was transferred to Sukoon Insurance in 2024, so the branch is effectively in run-off.
  • Qatar General Insurance & Reinsurance Co. (Dubai branch): on the register as a foreign branch; stopped issuing new policies on 26 November 2018 and services existing claims only.

Three companies the automatic check flagged were put back into the main table by hand because they are active: Dubai National Insurance & Reinsurance (a working national insurer, listed on DFM), Takaful Emarat (a merger with Salama was called off in 2023, the company continues) and Watania Takaful General (it resulted from the 2022 merger of Dar Al Takaful and Watania).

How claims are filed in the UAE today

We read the claims and contact pages of every insurer in the table above. Thirty-three of the 56 active insurers describe a claims channel on their own site. What they say, grouped by channel:

  • Web portals (20 insurers). ADNIC runs an online "Submit a claim" flow with claim tracking by reference. Orient Insurance has a Claim Intimation portal; its subsidiary Orient Takaful mirrors it for motor and non-motor claims. Al Wathba (AWNIC) links a "Report Motor Claim" portal, Methaq Takaful a dedicated claim site, Tokio Marine's Dubai branch a "Register a Claim" portal next to a helpline, and Abu Dhabi National Takaful a submit-claim form with file upload. Union Insurance, Fidelity United and AFNIC offer customer or motor portals.
  • Apps (12 insurers). Sukoon asks medical claimants to upload documents "along with a completed, stamped and signed claim form" through the mySukoon app or portal; the accepted formats are PDF, PNG, JPG, DOC and DOCX. LIVA's UAE branch has an app for submitting motor claims, tracking status and sending medical bills. Daman and NGI have health apps with claim submission. GIG Gulf points to MyGIG for "Submit and Track a claim".
  • WhatsApp (9 insurers). ADNIC, Orient, Union and Arabia Insurance publish a WhatsApp number, Arabia specifically for motor claims. Not everyone is adding it: AFNIC's homepage states that it "will be suspending our WhatsApp communication services, effective 29th April 2026", and HAYAH limits WhatsApp to general questions, not claims.
  • Hotline or email only. Al Buhaira publishes a toll-free motor claims line and no app or portal that we could find. Al Dhafra sells online but shows no claims app or portal. The Dubai branches of New India Assurance and Oriental Insurance take claims by email and phone. Qatar Insurance's Dubai branch directs customers to a hotline.
  • Not stated on their site. Twenty-three insurers, among them listed companies such as Al Ain Ahlia, Alliance, Dubai Insurance, RAK Insurance, Salama and Sharjah Insurance, give no claims channel on the pages we checked. Their claims may run through brokers, branches or the medical TPAs above. Aman's site was unreachable.
  • Video. None of the 56 insurers describes video or guided photo capture as a claims channel on its site. The nearest thing is the file upload inside the portals and apps.

What every channel above has in common: the photo or PDF arrives from the customer's gallery, or from a WhatsApp thread, and the claims handler decides on it. Nothing in a portal upload records when or where the image was taken, and a messaging app strips the file's metadata on the way. On a motor claim, the official accident report anchors the event; the damage photos anchor nothing.

What this means if you handle claims

If you run claims at one of these insurers, a TPA or an adjusting firm, the list above is your channel map. Most of the market already has a claims portal or an app, and those work. The gap is in what they accept: a gallery upload proves that a file exists, not when it was recorded, where, or on which device.

Two limits, because your fraud team will ask. The timestamp proves when the submission was received, not when the damage happened. And signals on a case are reasons to look, never a verdict; the handler decides, as now.

Frequently asked questions

How many insurance companies are licensed in the UAE?

The July 2025 CBUAE register lists 58 insurance companies: 22 national conventional insurers, 10 takaful operators and 26 branches of foreign insurers. The CBUAE Annual Report 2025 gives the same 58 at year end. This page adds one company in run-off, which makes 59 insurer rows.

Who regulates insurance in the UAE?

The Central Bank of the UAE, which took over from the former Insurance Authority; Federal Decree-Law No. 6 of 2025 confirms that role. Insurers in the DIFC and ADGM free zones answer to the DFSA and FSRA respectively and are not on the CBUAE register.

Is motor insurance compulsory in the UAE?

Yes. The CBUAE rulebook treats third-party liability cover as compulsory, and every motor policy follows the Unified Motor Vehicle Insurance Policy issued under Insurance Authority Board Decision No. 25 of 2016, in force since 1 January 2017. What is a TPA in UAE insurance?

A third-party administrator is a licensed company that processes health insurance claims and manages provider networks on behalf of an insurer. All 20 TPAs on the CBUAE register are medical; motor and property claims are handled by the insurers themselves and by loss adjusters.

What does a loss adjuster do?

A loss adjuster investigates and quantifies a loss for the insurer, typically on property, engineering, marine and larger commercial claims. The CBUAE licenses both adjusting companies and individual adjusters; this list covers the 52 companies and foreign branches, not the 102 individuals.

How do I check whether an insurer is licensed?

Download the CBUAE register (the July 2025 edition is linked under "How this list was built") and search for the company under its register spelling, which can differ from its brand name. If it is not there, ask the company for its CBUAE registration number before you rely on it.
