What is an engineer report: the engineer report explained for claims handlers

An engineer report is the written assessment a qualified motor engineer produces after examining a damaged vehicle, setting out the damage found, the correct repair method, the estimated cost, and whether repair is viable against the vehicle's value. It is the technical evidence a claims decision is built on, and in a disputed file it is the document everyone argues about.

The engineer is not deciding whether to pay the claim. They are answering a narrower question: what is actually wrong with this vehicle, and what would putting it right properly involve?

What does a motor engineer assess?

A competent assessment covers more than the visible damage. Typically:

  • Damage identification: every damaged panel, component and system, including damage not visible in the initial photographs.
  • Structural integrity: whether load-bearing elements, the safety cell, subframe mountings or crumple zones have been affected. This determines the salvage category if the vehicle is written off.
  • Repair methodology: replace or repair, manufacturer-approved procedures, whether ADAS sensors require recalibration after the work.
  • Cost: parts, paint, labour hours at the applicable rate, and any specialist operations.
  • Pre-existing condition: prior damage, previous poor repairs, tyre and MOT condition, mileage discrepancies.
  • Consistency with the reported circumstances: whether the damage pattern matches the account of the incident.

That final point is quietly one of the most valuable parts of the report. An engineer noting that impact damage does not correspond with the described collision is a reason for the claims team to look further. It is not a fraud finding, and a good report will not present it as one.

What goes into the report itself

Format varies by firm, but the content that a handler actually uses is fairly consistent: vehicle identification and specification, mileage, date and place of inspection, an itemised damage schedule, the repair estimate broken into parts and labour, photographs, the engineer's opinion on repairability, and where relevant a view on pre-accident value.

Reports are produced by in-house engineers employed by an insurer, by independent engineering firms instructed on a case, or by an engineer instructed on behalf of a policyholder or third party who disputes the insurer's position.

How the engineer report drives the outcome

The report feeds a comparison. Estimated repair cost, plus any associated costs such as recovery and storage, is weighed against the vehicle's pre-accident value less the salvage return. If repair costs land above the insurer's threshold, the vehicle is settled as a total loss and categorised.

Thresholds are commercial decisions and differ between insurers, which is why the same vehicle can be a repair for one carrier and a write-off for another. The engineer supplies the numbers. The insurer sets the policy for how they are applied.

Engineer report example: the estimate that moved

A three-year-old estate is inspected after a side impact. The desk assessment from the initial photographs came to roughly £4,200, comfortably a repair.

The engineer's physical inspection finds the B-pillar has been pushed inboard, the side curtain airbag has deployed, and the vehicle's blind spot radar sits inside the damaged quarter panel and needs replacement and recalibration. The revised figure is £11,600 on a vehicle valued at £13,900. The file becomes a total loss, and because the B-pillar is structural, the salvage lands in Category S rather than Category N.

Desk-based assessment or physical inspection?

Not every engineer report starts with someone standing next to the vehicle. Three routes are common:

  • Physical inspection: the engineer attends the vehicle at a repairer, a storage yard or the policyholder's address. Most thorough, slowest, most expensive.
  • Desk-based assessment: the engineer works from images, a repairer's estimate and supporting documentation without attending. Fast, and entirely dependent on what was submitted.
  • Audit or review: the engineer reviews a repairer's estimate for method and cost rather than assessing the damage from scratch.

The practical trade-off is straightforward. Desk assessment removes days from the file, and it also removes the engineer's ability to look behind a panel. Where the submitted evidence is thin, the desk route produces a figure that moves later, which is worse for everyone than waiting two days for a proper look.

Where engineer reports get disputed

Two areas generate most of the friction, and both are worth understanding before you find yourself defending a file.

The first is valuation. The Financial Ombudsman Service reports that vehicle-related cases account for around a quarter of all complaints it receives, with motor valuation and write-off disputes a significant driver, and its published approach is to compare an insurer's figure against prices in the recognised motor trade guides. An engineer's pre-accident value that sits below those guides without a documented reason is difficult to sustain.

The second is repairability. A policyholder who wants their vehicle repaired, or a third party challenging a total loss, will often instruct their own engineer. Two competent engineers can reach different figures on the same vehicle, usually because they made different assumptions about repair method rather than because either got the damage wrong.

What an engineer report is confused with

  • A loss adjuster's report. A loss adjuster investigates the claim: cover, circumstances, quantum, liability. The motor engineer assesses the vehicle. Different remit, different qualification.
  • A repairer's estimate. The repairer quotes the work they propose to do. The engineer independently assesses what work is necessary and what it should cost.
  • A valuation report. Pre-accident value is often included in an engineer report, but a standalone valuation is a different exercise using market evidence rather than damage assessment.
